I am an institutional economist, scholar and writer. I am the founder and Managing Partner of Case Associates and Senior Fellow, The George Washington University Public Policy Institute, and Fellow in Law & Economics, Institute of Economic Affairs.
I have degrees in economics and law (BEc (Hons), MEc, DPhil) and am an associate member of the Chartered Institute of Arbitrators (ACIArb). After a short period at the Australian Commonwealth Treasury in the mid-1970s, I was awarded a Commonwealth Scholarship to study in the UK (‘Commonwealth Scholar’) and then spent six years as a research fellow at the Centre for Socio-Legal Studies, Oxford University. I have held academic positions in economics and law at universities in the UK (UCL, QMC, Kings, York, St Mary’s, Buckingham), the USA, Canada and Australia, and was the Research Director at the Institute of Economic Affairs (IEA) an influential liberal economics think tank. I have published extensively in learned and policy journals in the areas of law and economics, privatisation, regulation, media, digital, and competition economics (see articles page).
Since 1988 I have been in full-time private practice as an economics expert having established the UK offices for international consultancies in the 1980s and as founder of Lexecon Limited and then in 1995 Case Associates. I have over 40 years’ experience assisting lawyers and companies in responding to investigations by the European Commission, national competition, regulatory authorities, and in competition litigation and damages cases. I regularly act as an expert witness in courts and tribunals in the UK, Ireland, the Netherlands, Belgium, Finland, Lithuania, Australia, New Zealand and Hong Kong. I have been an expert economist witness in many high-profile competition cases in Europe and Australasia including most recently in competition damage actions arising from the international vitamins, air cargo, trucks and ethylene buyers’ cartels; Resale Price Maintenance (RPM) cases, and the first UK collective proceeding order (CPO) concerning credit and debit card interchange fees (Merricks v MasterCard).
